AFTER THESE NEEDS ARE MET, CONSIDERATION THEN CAN BE GIVEN TO PROJECTS OF MERIT IN THE STATE OF KANSAS AND THE NEEDS IN THE FIELDS OF BROADCASTING AND BROADBAND. NATIONAL AND INTERNATIONAL DISASTERS WILL ALSO BE GIVEN CONSIDERATION AS THEY MIGHT OCCUR.
